16.00.00 Bidder shall provide one EPABX, System shall be installed
at Thermal Power Plant area. Bidder shall provide all
system/ equipment described in this specification.
16.01.00 (a) Expandability – The EPABX System shall be equipped with
500 Extn. lines. The system shall be expandable up to 1000
lines in the future. The bidder shall state the maximum
expandability (No.of ports) in the proposed system.
(b) The EPABX shall be equipped with empty slot to add more module to increase capacity to another 500 lines. Bidder shall provide fully wired exchange for 1000 lines up to MDF.
(c) The EPABX shall be of approved technology of Department
of Telecommunications. A copy of the `DOT’ approval
letter shall have to be enclosed along with the bid. The
exchange shall have facility to connect P&T
(D.O.T/Trunk) lines. The exchange shall also have
facility for interconnection/ tie-up with other
telephone exchanges.
(d) The bidder shall submit TEC approval certificate for
quoted model of EPABX System along with offer.
(e) The EPABX System shall be based on minimum 32 bit,
Redundant hot standby Microprocessor & power supply.
16.02.00 Tie Lines
a) Bidder shall connect 32 trunk line with Existing exchange.
b) Bidder shall provide provision to connect 24 trunk line
with P & T/ BSNL Exchange.
c) Bidder shall provide provision to connect 16 Nos. trunk line
with GSM.
d) Bidder shall connect 8 Nos. trunk line with PLCC Exchange.
e) Bidder shall connect 2 nos. Tie lines with P A System.
Bidder shall provide all hardware/software/cable etc. for
above Tie lines along with Exchange.
16.03.00 Environmental Condition
a) The system shall be capable of working in a suitable
ventilated non air conditioned environment. The bidder
shall confirm in their offer that equipments offered
shall not required air conditioning and shall work
satisfactorily in normal ventilated room.
b) The environment conditions limit :-
(i) Temperature - 0 to 50 Deg.C
(ii) Humidity - 0 to 95%
16.04.00 The EPABX System must be based on latest digital
technology using pulse code modulation / time
division multiplexing (PCM/TDM).
16.05.00 (i)The EPABX shall be able to handle analogue/ digital
trunk interface as per National/ International standard.
(ii) The EPABX shall support National/ International
standards interfaces for terminals/ PC.
(iii) EPABX shall be able to provide simultaneous voice/ data
transmission conforming to ISDN.
(iv) The EPABX shall have integrated voice mail system 4
ports with 500 hours storage capacity.
(v) The digital telephone set shall be able to connect to
the exchange by two normal wires. Separate power feeding
shall not be used.
(vi) The EPABX shall support direct in dialing. DID/DOD
facility with CLI.
(vii) The EPABX shall have the facilities to connect computer
facsimile, multifunctional telephones & paging system
through suitable interface common to all such devices.
16.06.01 The cabinet design shall provide for adequate
ventilation to dissipate heat due to energy loss.
16.07.00 Features
(I) System Features
(a) Extension to extension dialing: It shall be possible to
establish internal calls automatically by dialing any
No. without assistance of the attendant.
(b) Direct outward dialing: It shall be possible to
establish external calls automatically by dialing any
No. without assistance of the attendant(subject to class
of service).
(c) Provision of DID & DISA: It shall have facility for
direct inward dialing and direct inward station access.
(d) Direct outwards Station Access(DOSA): Any Extn. can
access the trunk lines of the system through personal
pass code to make outward calls from outside. All DOSA
calls remain in account of that particular Extn.
(e) Direct Station Selection (DSS): Just pressing a single
key the operator or Extn. can directly call an Extn. or
access the trunk line without hassles of pressing 3
digits.
(f) Multi Level Voice DISA: When ordered as an extra
feature/card, this will enable the systems to provide
auto attendant service to outside callers to directly
access the desired extension by surpassing the the
operator. The caller should be step wise guided by
multi-level voice messages.
(g) Access to Exchange Network: It shall be possible for an
extension to get access to public network with or
without the attendant in such cases. Facility shall
exist for the attendant to either dial the required
No.or to merely extend the junction to the extension and
permit the subscriber to dial the No.
(h) Privacy of call: Full privacy of conversation shall be
available on all calls whether established directly or
by the attendant. A warning tone of a specified
frequency shall be applied when trunk offering facility
is exercised by the attendant on an extension user.
(i) Class of Service: It shall be possible to allow an
extension control over the telephone usage by providing
him suitable class of service.
(j) The coding technique to be used is ALAW/CODEC per
channel.
(k) System should have provision for Automatic Last
No. Redial up to 20 times on Junction Line.
(l) During night, when the board is shut, external lines
should be linked to any pre-defined extensions.
(m) Provision for connecting recorded voice/ answering to
make available extensions to an incoming call without
the help of operator.
(n) Flexible Numbering Scheme: System should have provision
for Flexible Numbering plan up to four digits for
extensions.
(o) EPABX shall ISDN ready and shall provide subscriber ports/
LAN Interface for switched computer data connectivity for
36 Subscriber using V 24/ equivalent Interface Digital
phone.
(p) Universal Port Configuration: All ports of the system
should be identical to facilitate flexible
configuration of the system as per user needs.
(q) Discriminate Ringing: The system should support
discriminate ringing to indicate internal & external
calls.
(r) Multiple Consoles: The system should support multiple
No. of consoles for EPABX Systems.
(s) Mixed Station Dialing: To support al the features
irrespective of type of telephone instruments i.e. DTMF or
DECADIC.
(t) Versatile ASMDR the system should support ASMDR, which is
a call accounting application that can record & print up
to at least 3500 calls without dedicated printer.
(u) Power Failure Transfer: In the case of Power Failure all
P&T/ CO lines become available on the pre-set Extensions.
(v) Programmable Class of service the system should support
programmable class of service for P&T (STD/ISD/Local)
dialing as per need.
(w) Direct call Billing in Rupees: The system should support
direct call billing(near value)through parallel/serial
port printer without computer.
(x) Call billing printout: The system should support
versatile multiple combinations of direct printout options
with total amount viz, Extension wise, Trunk wise. Today’s
call print out, group wise printout, particular date,
particular month, particular time, particular phone etc.
(y) Calling Line Identification (CLIP): The incoming calling
No.is displayed on Key/Analog Phone even if the call is
transferred by the operator, it is compatible to DTMF
(Optional).
(z) Remote Maintenance: The system programming can even be
done from remote locations.
16.08.00 Extension Features
(a) Automatic Call Back: Facility shall exist for an extension
user on encountering a busy signal on a called extension,
to invoke the automatic call back feature by dialing a
code before hanging up. When both the calling and called
parties are free, the call should be automatically put
through on no answer the call may be disconnected after a
specified period. (This facility should be available
throughout the network if more than one EPABX are
interconnected in a Private Network).
(b) Call Forwarding: An extensions with this class of service
shall be able to transfer all incoming calls, temporarily
to another pre-selected extension. Such requests shall be
registered by dialing a code followed by the extension
No. facility shall also exist for cancellation of a
request registered earlier. This facility should be
available throughout the network if more than one EPABX
are inter- connected in a private network.
(c) Consultation Hold: An extension engaged on an external
call (incoming or outgoing) shall be able to hold the call
while making internal call for private consultation. The
external subscriber shall not overhear such consultation.
There must be facility of music during hold condition.
(d) Brokers Call: An extension engaged on an external call
(incoming or outgoing) shall be able to hold the call
while making another call than alternate between the
two. The other party shall not over hear such
consultation. There must be facility of music during
hold condition. This facility should be available
throughout the network if more than one EPABX are inter-
connected in a private network.
(e) Automatic Call Transfer: It shall be possible for an
extension user to transfer incoming calls to another
extension with or without help of the attendant. This
facility should be available throughout the network if
more than one EPABX are interconnected in a private
network.
(f) Executive/Secretary: A combination of call forwarding,
consultation & hold to provide for executive to
selectively ? answer calls. This facility should be
available throughout the network if more than one EPABXs
are interconnected in a private network.
(g) Executive Over Ride: There must be facility offereing
priority to 5 Min. extensions to over ride on going
conversations. This facility should be available
throughout the network if more than one EPABXs are
interconnected in a private network.
(h) Access to Paging: Extensions and attendant shall have dial
access to a loudspeaker or any other type of paging
system where such a system exists.
(i) Conference Call: It shall be possible for an extension
user(up to a maximum number of 6 to talk to each other at
the same time on a conference circuit. One of the
extension user or by the attendant may set up the
conference call. This facility should be available
throughout the network if more than one EPABXs are
interconnected in a private network.
(j) Call Pick-Up: It shall be possible for an extension user
to pick-up incoming calls of 6 to talk to each other at
the same time on a conference circuit. One of the
extension user or by the attendant may set up the
conference call. This facility should be available
throughout the network if more than one EPABXs are
interconnected in a private network.
(k) Call Re-Routing: It shall be possible for a call to be re-
routed, without help of the attendant, to other pre-
defined extensions when certain conditions when certain
conditions apply. This facility should be available
throughout the network if more than one EPABXs are
interconnected in a private network.
(l) Auto call Disconnection: The system should facilitate to
fix the time of call beyond which is will be automatically
disconnected.
(m) Dynamic STD Lock: The system should support that
individual extension can lock outward dialing
(STD/ISD/Local/mobile) by a personal secret pass code to
prevent misuse by others.
(n) Paging on Key Phone: The caller can activate speaker phone
of the called extension to communicate in urgency in own
voice when Extn. is idle.
(o) Call Name & Extension No. on Display(Internal CLI): Name as
well as Extn. No. of the caller is displayed on the key
phone, facilitating to respond accordingly.
(p) Background Music: The key phone user can enjoy the light
background music channeled from system when voice DISA
Card incorporated.
(q) Auto- Answer/ Auto-Off: Key phone can be programmed for
auto answer after pre-set No.of incoming rings. The key
phone is automatically disconnected when caller
disconnects.
16.09.00 Console Features

(a) The operator console should have soft/feather touch keys
with easy to view display and busy lamp field for
extensions. It will have easy handling facility for all
internal & external calls.

16.10.00 Power Supply
(a) 415 V +/- 10%, 3 phase, 4 wire or 240 V +/- 10% single
phase 50 Hz +/- 5% efficiency grounded power supply feeder
from normal power supply source will be made available by
the owner at the Battery Charger. Contractor shall arrange
for the required power supply and D.C. battery back-up for
the total EPABX System.
(b) The battery and battery charger combination shall be such
as to ensure continuity of DC supply to EPABX System at
all times without even momentary interruption of service.
The battery shall be sized to supply DC power to EPABX
System for at least 10(Ten) hours during AC power supply
failure in the system.
The battery charger shall always be ON supplying DC power to EPABX System & at the same time charging the battery.
(c) Float cum Boost Chargers
Each of the two sets of 2×100% redundant chargers shall be
sized to meet the 120% load requirements of the EPABX
system plus recharge the fully discharged battery within 8
hours.
The chargers shall be self regulating, solid state silicon
controlled, full-wave rectifier type designed for single
and parallel operation with battery and shall have
automatic voltage regulators for a close voltage
stability even when AC supply voltage and DC load
fluctuates, effective current limiting features and
filters on both input and output to minimize harmonics.
The charger output regulation shall be +/- 1% from no
load to full load with an input power supply variation of
+/- 10% in voltage and +/-5% in frequency. The charger
unit shall be auto start facility after any power
interruption.
(d) Batteries
The battery shall be lead acid PLANTE Type positive plates
as per IS-1652 for 10 (Ten) hours back-up for 100% load.
The plate shall be designed for maximum durability during
service conditions including high rate of discharge and
rapid fluctuation of load battery shall be mounted on
wooden rack. Battery sizing calculation shall be as per
IEEE standard.
The Bidder shall supply all types of accessories with each
Battery set for maintenance and safety equipment for
maintenance personal.
16.11.00 The equipment shall be capable of working under the
howling line & junction limits as under:-
i) Extension loop resistance of 1200 ohms for system.
ii) Junction loop up to 1800 ohms.
iii)Insulation lower limit 20 K ohms.
16.12.00 Tone and Ringing - The system shall provide standard
tones and ringing current as in the public telephone
network. The equipment and circuits for tones and ringing
shall be form part of main EPABX equipments.
16.13.00 There shall be protection of EPABX system from high
voltage, current transient, lightening occurring on
junction lines to the exchange.
16.14.00 All Junction Boxes shall be made of Aluminium (LM 6)with
minimum thickness 3 mm with enclosure class IP-65.
16.15.00 Bill Of Material for EPABX Telephone Sets
a) Desk top Push Button operated - 250 Nos.

(ordinary) telephone set.

16.16.00 Telephone Cable & Cabling
Telephone cables of both PVC type & Jelly filled type
shall be used as per the application.
a) PVC Type
i) The cables shall be 0.6 mm. dia annealed tinned
electrolytic copper conductor, PVC insulated, colour coded
and twisted into pairs, laid up taped, PVC inner sheathed,
galvanized round steel wire/strip armoured and overall PVC
sheathed etc. conforming to ITD specification No.S/WS-113
and IS-1554 both as amended and revised up to date.
ii) Unarmoured version of the cable specified above shall also
be used in areas as detailed in enclosed drawings.
iii) The cable sizes shall be standardised in terms of the
No.of pairs which shall be 101 pairs, 51 pairs, 21 pairs,
11 pairs and 6 pairs only.
b) Jelly Filled Type
i) The cables shall be 0.63 and 0.9 mm.dia annealed high
conductivity electrolytic copper, polythene insulated,
colour coded, twisted into pairs, laid up, jelly filled,
polythene sheathed, galvanized steel tape armoured,
overall polythene sheathed etc. conforming to ITD
specification No.S/WT-129 as amended and revised upto
date.
ii) The cable sizes shall be standardised in terms of the
No.of pairs which shall be 100 pairs, 50 pairs, 20 pairs,
10 pairs and 5 pairs only.
c) Power Cables
Interconnecting power cables between battery charger,
battery and the telephone exchange shall be heavy duty
1100 volts grade multicore stranded aluminium conductor,
PVC insulated, FRLS, extrucded PVC inner sheathed,
galvanized round steel wire/strip armored and extruded
PVC overall sheathed conforming to IS:1554 as revised and
amended upto date.
d) Conduits
i) Conduits shall be rigid steel, coated type; minimum size
of conduits shall be limited to 20 mm.
ii)Steel conduits with interior coating of silicon epoxy
ester for ease of wire pulling shall be seamed by welding
and flo coat metal conduit/ hot-dip galvanized. Steel
conduits shall be suitable for installation in humid
condition. These shall be supplied in standard length of
5 M with Min.wall thickness as specified in IS:9537 Part-II.
e) Cabling
i) Distribution of telephone system shall be done by cables
generally laid on Owner’s/ bidder ladder type cable trays.
ii) In the buildings and areas where owner’s/bidder ladder
type cable trays will be made available by owner, 15
Mtrs. of telephone cables, however, shall be run through
conduits from the nearest available owner’s cable trays
to individual telephone sets and group of telephone
sets, junction boxes, sub-distribution frames etc.

iii) In the case telephone cables for entering a particular
area / building, where owner’s cable trays are not
available, the cables shall be laid directly buried
underground for that part.
iv) For telephone cables laid directly buried underground, the
telephone cables shall be laid by excavating trench in
normal soil up to a depth of 1 m unless otherwise shown on
drawings, providing 75 mm of sand or riddle earth both
above and below cable, providing precast concrete slab on
top and bricks on sides for cable protection against
damage and back filling. The precast concrete slabs on
top as specified above shall be marked ” MPPGCL Telephone
Cable”.
v) The Contractor shall perform all excavation and back
filling as required for buried cable and ground
connections.
vi) For addition and deletion of supply, laying of cable
bidder may quote unit prices separately.
16.17.00 Grounding
All metal enclosures, conduits, junction/pull boxes/
Cabinets shall be grounded in compliance with I.E./
Indian Standard.
16.18.00 BILL OF MATERIAL
a. CABLE (As per requirement)-Jelly filled cable.
b. Drop Wires – As per requirement.
c. Junction Boxes as per requirement.
16.19.00 Service Objectives
(a) Under overload conditions, the lost call figures
applicable shall be one in 200 for extensions to
extensions call and one call in 100 for junction calls,
overload being defined as 10% increase in occupancy of
speech network and simultaneous 25% increase in the No.of
calls.
(b) The selection time under full load is defined as the time
interval between the instant at which the required
information for selection of the outlet has been received
at the inlet and the instant at which outlet is ceased
shall not exceed in 99% of the cases under traffic
overload 1.5 seconds.
(c) The switching network shall provide access to the links
& junction on fully non-blocking basis.
(d) The system shall have inherent capability to monitor its
own performance and to detect, analyze & locate faults.
(e) The system should have remote maintenance facility.
16.20.00 Testing
a) Acceptance Tests(EPABX)
i) Verification of all features/functional performance of the
machine.
ii) High voltage test (Flash Test at 1000 V)
iii) measurement of loop resistance
b) Cable
(i) Testing of Jelly filled cable shall be as per ITD spec
only.
(ii) Testing of FRLS cable shall be as per Indian standard/
ASTMD/IEC/VDE standards.
c) Type Test(EPABX)
Bidder shall submit following type test report for owner’s
approval as per IS-9000 or equivalent IEC standard
along with final acceptance test report.
i) Cold Test
ii) Dry Test
iii) Dump Test
d) Bidder shall submit Type Test Report of Battery Charger as
per IEC-146.
e) Bidder shall submit Type Test Report of Battery as per
IS-1652.
f) Bidder shall submit Type Test Report of Junction Boxes as
per IS-2147 (Degree of Protection Test).
The above all Type tests shall be carried out at National/
International laboratories.
16.21.00 Mandatory Spares
